Whittington CE Primary School
Constitution
The school is a Voluntary Controlled school and is constituted in line with statutory guidance.
The governing body consists of 9 governors each of whom, with the exception of the Headteacher, is a volunteer and is appointed for a four-year term and can be reappointed for one additional term. Current post holders are as follows:
Foundation (Chair) Michael Lumley
Foundation (Chair of statutory HTPM committee) Reverend Andy Stand
Local Authority Governor (Chair of Resources committee) Susan Howell
Co-opted Evelyn Chatterley
Co-opted (Vice chair and Chair of Pay committee) Nichola Handley
Parent Governor Louise Johnston
Parent Governor Christopher Griffiths
Headteacher (no vote) Kelly Leeming
Staff Governor Paul Maguire
Clerk to the Governors Alison Naylor
The governing body must meet at least once per term, in practice it meets twice per term. Currently all meetings of the full governing body are held in person at the school.
Governors elect a Chair, Vice Chair and Chairs of standing sub-committees at the first full governors meeting in each academic year. With the exception of the Headteacher and Staff governor, all governors are eligible and there is no limit to the number of terms served.
There is currently one standing subcommittee, the Resources committee, which meets once per term in person at the school and more often when closer monitoring of the budget is required.
There are two statutory committees as follows:
Pay committee which meets annually in October, members of which are drawn from all governor categories except staff and parent.
Headteacher Performance and Management (HTPM) which meets in April and October and must include a Foundation governor. Local Authority and Co-Opted governors may also form part of this committee as the need dictates.
Governors have appointed a Clerk, currently this is Alison Naylor, and agreed her remuneration. The Clerk attends all full Governor meetings and the Resources and Pay committees. The HTPM committee has a professional advisor appointed and remunerated by governors, currently from the Diocese, who fulfils the clerking role as well as providing professional advice.
The Headteacher attends all meetings and committees of governors unless for a specific item they are asked to withdraw.
Core functions of the Governing Body
- Ensuring the clarity of vision, ethos, and strategic direction of the school
- Holding the Headteacher to account for the educational performance of the school and its pupils, and the performance management of its staff
- Overseeing the financial performance of the school and making sure its money is well spent

Governors strategic support of the school is undertaken by allocating each governor a lead role determined by the School Development Plan. Roles are varied from time to time as appropriate.
